build(compose): new-api 改为从本地源码构建(build) + postgres 暴露 5433

- new-api: image:calciumion → build:. (含 GOPROXY build-arg), 镜像 tag new-pai-linghe:local
- postgres: 放开 5433:5432 端口(供 Z-Mini 概览页直连)
- 去掉过时的 version 字段
